PUBLIC ADMINISTRATION: TRAIT APPROACH TO LEADERSHIP

Abstract
Leadership is a critical element in public administration, influencing organizational
effectiveness, policy implementation, and public service delivery. The Trait Approach to
Leadership emphasizes that successful leaders possess specific personal characteristics that
distinguish them from others. This study examines the relevance of the Trait Approach in
public administration through a descriptive research design based on secondary data sources,
including journal articles, books, government reports, and scholarly publications. The study
focuses on key leadership traits such as integrity, intelligence, self-confidence, emotional
stability, accountability, and communication skills. The findings reveal that these traits
significantly contribute to effective decision-making, employee motivation, organizational
performance, and citizen satisfaction. The study also highlights the importance of ethical
conduct and accountability in strengthening public trust and governance outcomes. Although
leadership effectiveness is influenced by various situational factors, personal traits remain
essential determinants of successful leadership. The study concludes that trait-based
leadership development can enhance administrative efficiency and support effective
governance in public sector organizations.
