Digital Reform in Algerian Higher Education: Challenges, Strategies and Opportunities for Ownership

Abstract

An ambitious process of digitization of higher education in Algeria was initiated with the publication of the Digital Master Plan in October 2022, followed by the National Conference Guide on Higher Education of April 2023. This reform aims to modernize the Algerian university by integrating digital tools to optimize the quality of teaching, research and institutional management. However, this digital transformation is accompanied by significant challenges, whether technical, educational or organizational. A comparative analysis of these two strategic texts would make it possible to identify concrete avenues and recommendations for a successful appropriation of digital technology by all actors in the sector.
